About

The South Bay Environmental Services Center (SBESC) is a program of the South Bay Cities Council of Governments (SBCCOG), a joint powers authority of 16 cities and the County of Los Angeles that shares the goal of maximizing the quality of life and productivity of our area.

Our members are:

  • Carson
  • El Segundo
  • Gardena
  • Hawthorne
  • Hermosa Beach
  • Inglewood
  • Lawndale
  • Lomita
  • Manhattan Beach
  • Palos Verdes Estates
  • Rancho Palos Verdes
  • Redondo Beach
  • Rolling Hills
  • Rolling Hills Estates
  • Torrance
  • the Harbor City/Harbor Gateway, Wilmington and San Pedro communities of the City of Los Angeles
  • the County Unincorporated Areas of the South Bay

While as cities we all value what makes us unique and independent, there are times when our collective endeavors get better results. This vision of what we can do for our communities is what motivates our members and can best be described three ways: Partnership, Persuasion and Performance.

SBESC is the South Bay's clearinghouse for energy efficiency, water conservation and environmental information, delivering workshops, materials and outreach that promote programs from our partners:

  • SoCalGas
  • Southern California Edison (SCE)
  • West Basin Municipal Water District
  • City of Torrance
  • Sanitation Districts of Los Angeles County
  • Los Angeles County Metropolitan Transportation Authority (Metro)
  • Los Angeles Department of Water & Power (LADWP)

We assist public agencies including cities, schools, and special districts, as well as businesses and residents of the South Bay to best utilize the many resources available to them through a variety of statewide and local energy efficiency and water conservation programs.

SBESC has expanded its services to provide audits and implementation projects for our cities, school districts and other public agencies. We welcome the public to visit our offices during business hours to view our displays and informational materials.
